NAHCON 2027 Hajj Guidelines: A Rejoinder to Claims of Confusion

In light of the recent commentary describing NAHCON's new tour-operator guidelines as "a portrait of confusion," I appreciate the concerns raised, yet I believe there are important clarifications to be made regarding the developments in our industry.
Firstly, I commend the writer for their eloquent expression of thoughts on this critical issue. However, I feel it is essential to address some inaccuracies in their conclusions, given my extensive experience within this sector, which allows me to understand both the operational intricacies and the experiences of the pilgrims.
One significant point of contention is the ₦250 million bank guarantee, which the commentary frames as an excessive burden on small operators. What is often overlooked is the context of this change. Previously, operators were required to deposit actual cash into a NAHCON account for the entire Hajj cycle, tying up their resources.
The new system shifts to a bank guarantee, which does not require the operator to surrender any funds; rather, it asks a Nigerian bank to validate the operator's credibility. This distinction is critical, as it allows operators to retain their capital for business operations, promoting growth while ensuring a degree of accountability.
I have witnessed the distress caused to families when deposits were lost, exemplified by significant cases such as the Dan Dubai affair. The bank guarantee acts as a protective measure, akin to a firewall against potential losses, emphasising accountability over mere financial transactions.
Regarding the requirement for Hajj experience, I understand the writer's perspective on the perceived barriers to entry within the industry.
However, this regulation is vital for ensuring that operators can serve their pilgrims effectively. There have been instances where operators have mismanaged allocations, affecting the very individuals they aim to assist.
By asking operators to demonstrate their slot utilisation, we are fostering a culture of accountability, not exclusion.
New operators can indeed find their way in through Umrah, where they can establish their track records and gain the necessary experience. Just as airlines are carefully vetted before being granted wide-body routes, we must ensure that new operators are equipped to handle the complexities of the Hajj experience responsibly.
Interestingly, the call for a higher caution deposit originated from a body of tour operators who recognised the need for greater fiscal responsibility long before NAHCON formalised these guidelines.
Some of the regulations now seen as overreach, such as mandatory price disclosure and a clear refund policy, were initiated in compliance with Saudi authorities, highlighting a collaborative approach to improving our industry's reputation abroad.
I urge the writer to reconsider the framing of NAHCON as an adversary to the industry. Instead, we should view it as an entity striving to protect and uphold standards within our ranks.
While there is still work to be done with certain processes, it is essential to recognise the progress being made. For instance, while parts of the Umrah licensing process may still rely on paper, many operators now apply for Hajj licenses digitally, reflecting a transition towards modernisation.
Saudi Arabia's path towards efficient regulation is instructive; they began with analogue systems before developing their current digital frameworks. Similarly, we can view NAHCON’s current strategies as foundational steps toward an improved future for Hajj operations.
In summary, while I appreciate the writer’s concerns, it is crucial to recognise the rationale behind NAHCON's guidelines.
Constructive dialogue and collaboration among all stakeholders can help ensure that our industry not only meets the current challenges but also paves the way for better experiences for pilgrims in the years to come.
