Reps Urge NCC To Simplify Mobile Device Verification

Reps Urge NCC To Simplify Mobile Device Verification

By Muhammad Abdullahi

The House of Representatives has urged the Nigerian Communications Commission to review the implementation of the device verification framework in consultation with

relevant stakeholders, with a view to simplifying procedures and reducing compliance cost establish a fair and accessible verification process for used and second-hand mobile phones to prevent legitimate devices from being unfairly rejected or blocked and to protect access to affordable mobile phones.

The resolution followed a motion on the "Need to Review the Implementation of the Nigerian Communications Commission's Mobile Phone Device Verification Requirements", sponsored by Mr. Sani Adamu Wakili.

While leading the debate on the motion, Mr. Wakili said that the House notes that the Nigerian Communications Commission (NCC) is strengthening the enforcement of Type Approval and device verification requirements for mobile phones and other SIM-enabled devices through the Device Management System (DMS) and the Central Equipment Identity Register (CEIR), which facilitates the identification and verification of devices using their International Mobile Equipment Identity (IMEI) numbers.

" Also aware that the enhanced verification framework, effective from 7 October, 2026, imposes compliance requirements on newly imported devices and may increase Compliance costs for importers and retailers, with consequential increases in mobile phone prices.

Concerned that technical errors, database mismatches or limitations in the NCC's Scanning and verification system may result in legitimately used and second-hand mobile phones being rejected or

blocked, thereby creating difficulties for lawful users and businesses.

" Also concerned that the cost and complexity of compliance may burden small-scale importers and retailers, disrupt legitimate trade and deny low-income and less privileged Nigerians access to affordable mobile phones essential for communication, education and business,

Recognises the legitimate objectives of the NCC in combating counterfeit, cloned and stolen devices, while safeguarding legitimate businesses and ensuring affordable access to mobile phones". The motion said.

While adopting the motion the House mandated the Committees on Communications and Commerce to engage the Nigerian Communications Commission and relevant stakeholders on the implementation of the framework and report within four (4) weeks for further legislative action.

The House also mandated the Committee on Legislative Compliance to ensure compliance with the resolutions.
