CCC Calls for Stronger Intelligence-Driven Operations

CCC Calls for  Stronger Intelligence-Driven Operations

The Centre for Crisis Communication (CCC) has called for stronger intelligence-driven security operations, responsible public communication and deeper national collaboration as Nigeria confronts an increasingly dynamic security environment shaped by both conventional and emerging threats.

Presenting the Centre's Second Quarter 2026 Security, Conflict and Information Environment Assessment in Abuja, the Chairman of the Centre, retired Major General Chris Olukolade, explained that the findings were produced by the organisation's specialised analytical hub, which monitors conflict trends, public sentiment, media narratives and emerging information threats to support evidence-based security communication and policy engagement.

The quarterly assessment acknowledged the sustained operational successes recorded by the Armed Forces of Nigeria and other security agencies, particularly in rescuing kidnapped victims, dismantling terrorist enclaves and degrading criminal networks. However, it noted that evolving tactics adopted by terrorists, bandits and other violent groups require security institutions to continuously strengthen intelligence coordination, operational readiness and inter-agency collaboration.

According to the report, Nigeria's security environment is increasingly influenced by a combination of physical insecurity, digital information threats and socio-economic pressures, making it necessary for national responses to evolve alongside changing realities.

The Centre observed that advances in artificial intelligence have accelerated the spread of manipulated multimedia content, misinformation and disinformation capable of distorting public understanding of security issues. It stressed that strengthening strategic communication and promoting the timely dissemination of verified information have become essential complements to ongoing security operations.

The assessment also highlighted the importance of preserving public confidence in national institutions, particularly as political activities ahead of the 2027 general elections gradually gather momentum. It urged political leaders, media organisations and citizens to promote responsible public discourse capable of strengthening national cohesion rather than amplifying divisions.

Beyond security operations, the report recognised that economic pressures, including inflation and food insecurity, continue to influence the broader security environment by increasing social vulnerabilities. Addressing these challenges, it noted, requires coordinated policy responses that combine security, governance and economic resilience.

The Centre further reiterated its support for ongoing security sector reforms, including the establishment of state police, while emphasising that any implementation should be guided by appropriate constitutional safeguards, professional standards, accountability mechanisms and effective institutional oversight.

Among its key recommendations, the Centre urged the government to expand specialised training, improve rescue capabilities and strengthen intelligence-led operations across security agencies. It also encouraged journalists, commentators and social media users to exercise restraint during security incidents by prioritising verified information that supports operational effectiveness and public confidence.

The assessment concluded that Nigeria possesses strong institutional foundations upon which to build a more resilient security architecture. It emphasised that sustained collaboration among government, security agencies, the media, civil society and citizens remains essential to addressing increasingly interconnected security challenges while safeguarding national unity and democratic stability.

Established in 2015, the Centre for Crisis Communication is a non-governmental organisation that supports Nigeria's military, intelligence, security and emergency response institutions through crisis communication, strategic research, media engagement, public relations training and capacity-building initiatives designed to strengthen national resilience and effective crisis management.
